Jon R. Rankin

Jon Rankin

Jon serves as President and CEO of the North Carolina Business Coalition on Health (NCBCH), where he leads efforts to support employers in improving healthcare quality, access, and value. In this role, he convenes employers and key stakeholders and helps shape conversations around healthcare policy and employer-driven solutions to rising costs. He also serves on the Board of Governors of the National Alliance of Healthcare Purchaser Coalitions.

Prior to this role, Jon spent more than 25 years leading benefits and total rewards functions for large employers, following his service as an officer in the U.S. Army.

Jon holds multiple professional designations, including Senior Professional in Human Resources (SPHR) from HRCI, as well as Certified Benefits Professional (CBP) and Certified Compensation Professional (CCP) from WorldatWork. He also holds life and health insurance licenses in the state of North Carolina.

He earned a Master of Systems Management from the University of Southern California and a Bachelor of Business Administration from Wichita State University.

Scott Wold

Scott Wold

Scott serves as Senior Counsel – Employee Benefits for Brown & Brown. In that role, Scott advises Brown & Brown regarding legal issues related to the Brown & Brown employee benefit plans. He also provides support to Brown & Brown’s employee benefits retail division with respect to legal and regulatory issues.

Scott has worked in the employee benefits area for over 20 years and has extensive experience with the federal laws that apply to employee benefit plans, including ERISA, the Internal Revenue Code, the Affordable Care Act, HIPAA and COBRA.

Prior to joining Brown & Brown in 2020, Scott worked as a lawyer in private practice. He was most recently a shareholder of the law firm of Hitesman & Wold, P.A., where he had practiced employee benefits law since 2004.  He joined Brown & Brown in 2020 to lead the Regulatory and Legislative Strategy team that is part of Brown & Brown employee benefits retail division, and joined the Brown & Brown legal team in 2024. 

Scott received his undergraduate degree, cum laude, from Bethel College and his law degree, cum laude and Order of the Coif, from Southern Methodist University School of Law.

David Zieg

Dave Zieg, MD

Dave Zieg

Dr. Zieg leads Alliant’s Clinical Services team and is a nationally recognized physician executive and health care strategist. Board Certified in both Family Medicine and Lifestyle Medicine, Dave brings more than 25 years of progressive clinical, corporate, and entrepreneurial leadership experience to his role.
Dave has in-depth experience in health tech, clinical quality, benefits design to drive value, bundled episodes of care, direct and alternative contracting, employer sponsored clinics, primary care, occupational medicine, behavioral health, and lifestyle medicine.

His career includes 10 years at Lockheed Martin Corporation where he worked on restructuring and managing the health benefits which included launching 28 onsite health centers.

Dave has also served as Partner and Clinical Services Leader for Mercer, leading a team of talented physicians, nurses, and other professionals across the U.S.  He consulted with large and jumbo employers across all industries. 

Prior to joining the Alliant team, Dave was leading the clinical strategy, operations, and teams at Transcarent as their Chief Medical Officer.

Dave received his M.D. from Creighton University and undergraduate degrees from California State University, Fullerton.

Prior to founding Rezilient, Danish previously served as Resident Surgeon Scientist, Otolaryngology – Head and Neck Surgery at Washington University School of Medicine. 

Danish received his M.D. from the University of Pennsylvania School of Medicine and undergraduate, degree in Business Administration from Washington University in St. Louis.

Steven Serra, MD

National Medical Director, Aetna

Steven Serra

Dr. Serra serves as the National Medical Director for Aetna’s Commercial & Specialty Markets organization, where he leads a high‑performing team of physicians, nurses, and analytic consultants supporting more than 13.5 million commercial members. In this enterprise‑facing leadership role, he advances the quintuple aim, drives clinical innovation, and partners closely with Sales, Network, Analytics, and Product teams to strengthen Aetna’s competitiveness and support employer and consultant needs. He simultaneously serves as Chief Medical Officer for Meritain Health and American Health Holdings, reinforcing a unified clinical strategy across multiple business lines.

Dr. Serra is a well‑known thought leader and frequent national speaker, delivering dozens of conference presentations, media interviews, and plenary sessions each year. His work has informed federal policy, guided employers’ health & productivity strategies, and contributed to multiple peer‑reviewed publications on cardiovascular care, workforce health, and global occupational medicine.

Prior to joining Aetna, Dr. Serra held senior medical leadership roles at United Airlines, DaimlerChrysler, and multiple national occupational health organizations. His experience spans aviation medicine, medical management, emergency response & disaster preparedness, disability & absence management, workers’ compensation, value‑based care, and clinical operations across multiple industries.

Dr. Serra completed his Occupational & Environmental Medicine residency and MPH at the University of Utah, holds an MSc in Social Business & Entrepreneurship from the London School of Economics, and is a Fellow of the American College of Occupational & Environmental Medicine. He maintains active medical licenses in multiple states and previously served as a Senior Aviation Medical Examiner for the FAA.

David Kinsey

David Kinsey

David is a 30-year veteran executive in the healthcare and employee benefits industries. In his current role as Vice President of Partnerships and Sales at TempoPay and PayMedix, he is focused on supporting employers and partners in the strategic delivery of innovative healthcare payments solutions that provides interest-free financing to all employees. His mission is to simplify access and help remove the financial barriers to care.

Prior to his current role, David was an Executive Director at Aetna where he led the Healthcare Business Solutions team that focused on employee benefits for hospital and health system employer plans. His prior roles at Aetna included working with employer groups and consultants on innovative employee benefits strategies and plan administration. Prior to Aetna, he worked at Cigna Healthcare in various sales, account management, and leadership roles.

He earned his BBA in Finance from Stetson University and lives in Charlotte, NC.

Hannah Cockrum

Hannah serves as Director of Human Resources for PWT, where she leads initiatives across compliance, employee benefits, and organizational development. In her role, she supports a multi-location workforce across the U.S. and Canada, focusing on building strong, compliant HR foundations while fostering a culture that supports both organizational performance and employee engagement. She also serves on the Board of Directors for the North Carolina Business Coalition on Health.

Hannah has held progressive HR leadership roles at PWT, including Corporate Human Resources Manager, bringing a well-rounded perspective on talent management, workforce planning, and business operations. Her experience also includes work in staffing and client-facing environments, with a strong focus on compliance, compensation strategy, and talent development.
She is passionate about the role benefits play in supporting employee wellbeing and organizational success and is committed to creating environments where companies and employees can thrive together.

Hannah holds multiple professional certifications, including SHRM Certified Professional (SHRM-CP), Certified Compensation Professional (CCP), Certified Staffing Professional (CSP), and Certified Plan Sponsor Professional (CPSP). She also sits on the HSA and the Governmental Affairs committees for the Plan Sponsor Council of America.

Rachael Baartmans

Rachael Baartmans

Rachael is a Regional Immunization Consultant with the North Carolina Immunization Branch, where she focuses on HPV vaccination education and cancer prevention efforts across the state. Since joining the branch in 2023, she has contributed to advancing vaccine equity initiatives, including work supporting a redesigned Vaccines for Children strategy centered on improving access and uptake among underserved populations.

In her role, Rachael partners with healthcare providers, public health organizations, and community stakeholders to strengthen immunization practices and promote evidence-based prevention strategies. Her work is grounded in a commitment to reducing disparities in vaccination rates and improving long-term health outcomes through early detection and prevention.

Rachael is a 2025 Emerging Leader Fellow with the American Cancer Society’s National HPV Vaccination Roundtable, where she collaborates with national leaders to advance HPV vaccination efforts. Prior to her current role in public health, she served as a microbiologist supporting environmental and public health research, bringing a strong scientific foundation to her work in immunization and cancer prevention.

She holds a Master of Public Health from the University of California, Berkeley, and a Bachelor of Science in Microbiology from North Carolina State University.

J. Michael Webb, MD, FAAD, FACMS

J. Michael Webb

Dr. Webb is the founder of Tennessee River Dermatology, established in 1997, where he specializes in the diagnosis and treatment of skin cancer. A leader in dermatologic surgery, Dr. Webb has dedicated his career to advancing high-quality, patient-centered care, with particular expertise in Mohs micrographic surgery and complex skin cancer reconstruction.

In addition to his clinical work, Dr. Webb is a recognized innovator in the field. He is the co-founder and lead physician of CheckMySpot®, an award-winning direct-access platform designed to accelerate diagnosis and treatment, reducing time to definitive skin cancer care by up to 16 months. His work reflects a strong commitment to improving access, efficiency, and outcomes in skin cancer treatment.

Dr. Webb has authored numerous peer-reviewed journal articles and a textbook chapter on Mohs Micrographic Surgery. He is board-certified in both Dermatology and Micrographic Dermatologic Surgery and was among the first surgeons to achieve dual certification in these specialties. He is also a recipient of the Pioneer Award from the American College of Mohs Surgery, recognizing his contributions to advancing quality assurance through the MohsAIQ registry.

He earned a Bachelor of Science in Mathematics from Birmingham-Southern College, where he was elected to the Kappa Mu Epsilon National Mathematics Honor Society. He received his Doctor of Medicine from the University of Alabama School of Medicine and completed his internship and dermatology residency at the University of Alabama at Birmingham, followed by an advanced fellowship in Dermatologic Surgery at Vanderbilt University.

Kearston L. Ingraham, DrPH(c), MPH

Kearston L. Ingraham

Kearston is a senior public health leader and doctoral candidate at Tulane University, where she is pursuing a Doctor of Public Health (DrPH) in Leadership in Social and Behavioral Health Science. She serves as Executive Director of Holistic Health Empowerment and brings more than two decades of experience leading international and statewide initiatives focused on health policy, prevention, and access to care.

A certified cancer patient navigator, Kearston specializes in cancer prevention, early detection, and reducing barriers to care. She serves as Co-Chair of the Prevention Subcommittee for the North Carolina Advisory Committee on Cancer Coordination and Control and is a member of the Executive Committee for the Susan G. Komen Race for the Cure in the Research Triangle Park.

Kearston is recognized for translating complex public health challenges into practical, employer-focused strategies, partnering with health systems, academic institutions, and business leaders to improve screening access, reduce preventable high-cost claims, and advance workforce health across North Carolina.

She holds a Master of Public Health from Tulane University and a Bachelor of Science from Penn State University.

Cassandra Wineglass, PhD

Dr. Cassandra Wineglass

Cassandra is Tenured Associate Professor at Winston-Salem State University in the Department of Health Care Management. She teaches courses in Health Care Management and conducts research in the African American community. Dr. Wineglass was recently appointed to Chair of the Health Care Management Department, which is inclusive of the undergraduate and graduate departments.

Dr. Cassandra Wineglass’s research focuses on Breast Cancer Survivorship in African American women and support during their breast cancer journey.  Dr. Cassandra Wineglass concentrates on women who were recently diagnosed within 6 months of their diagnoses and their ability to cope with the diagnoses and effectively communicate with their healthcare professional. Dr. Cassandra Wineglass has worked on a study inclusive of African American and Caucasian women with a breast cancer diagnosis that is on adjuvant hormonal therapy among breast cancer survivors enrolled in Medicaid to improve adherence.

Dr. Cassandra Wineglass was awarded the Service Award from the WSSU School of Health Science and the Simon G. Atkins CHAMPION OF EDUCATION Award. Dr. Cassandra Wineglass is a member of the North Carolina Advisory Committee on Coordination and Control- Prevention Committee. Dr. Cassandra Wineglass holds certifications in CITI Programs- Research Subjects, Social and Community Services, and Certified National Diabetes Lifestyle Coach.

 Dr. Wineglass is passionate about bridging the gap between healthcare professionals and the community. “As I work in the community, my goal is to be an intentional connector with essential healthcare services. This work ensures that communities receive the support they need”. 

She holds a Doctor of Philospy in Human Services from Capella University, and a Masters in Health/Health Care Administration from Webster University.
